The Tom Mboya University Library was established in 2016 when the institution was started. It all began with a small collection of information materials which has over time grown exponentially. The collection encompasses various disciplines such as Linguistics, biological sciences, physical sciences, business, humanities, Information Technology among others.
This wealth of collection is available for access and use by the patrons. The Library has subscribed to various reputable electronic databases which provide access to eBooks and eJournals. The library is operated by qualified and well dedicated staff that are always ready to serve all the library users.

Vision and Mission
Vision: To be a leading beacon in provision, dissemination and preservation of information.
Mission: To provide quality information services that will support the College in carrying out its core functions of teaching, learning, research and innovation.
Library Rules and Regulations
Membership and Admission
- The Library services are meant for registered TMU students, staff and council members. Alumni can request to use the Library through the Deputy Vice-Chancellor's office.
- Library users are required to fill a registration form at the Circulation Desk in the library.
Registration
- All library users are required to register to borrow library materials.
- Library users must always have their university identity cards while in the library.
- University cards are not transferable. Identification may be required for verification if/when necessary.
- All library users are expected to have read and understood the rules and regulations upon registration.
- The library reserves the right to cancel membership of a user on the basis of misconduct.
Discipline
- Silence must be maintained in the library all the time. Note: No discussions in the library.
- Use of mobile phones, iPods and other electronics that might cause disturbances in the library is prohibited and they will be confiscated if used.
- Books consulted within the library should be left on the reading tables. Library users should not return the books to the shelf.
- Smoking, eating and drinking (including water) are not allowed in the library.
- Brief cases, large bags, hats, and parcels must be deposited at the luggage area.
- Unauthorized borrowing of library information material will be treated as theft, and disciplinary measures will be taken against the culprit.
- Newspapers should read within the designated section in the library.
- Reservation of seats is prohibited.
Damage or Loss
- Lost information materials will be replaced with a current edition of the same title plus Ksh. 500 administrative-fee.
- Writing, defacing or damaging information materials is prohibited. Users who mutilate library materials will be asked to replace the full cost of a current edition of the material(s) plus Ksh. 500 administrative-fee.
Borrowing
- Borrowed information materials must be handled with care.
- Library users must present their student ID when borrowing library materials.
- Information materials such as thesis, dissertations, newspapers, reference among others are designated for use in the library only.
- Borrowed material should be returned on or before the due date. Failure to return the book on the due date will attract overdue charges as follows: Long loan Ksh. 5 per day and Short loan Ksh. 2 per hour.
- Library users with overdue fines will be denied borrowing rights until cleared.
- Renewal of borrowed materials is permitted once if they are not reserved or there is no expressed demand for them.

Loan Recall
The Librarian may recall any material on loan if it is required for special purposes by another user.
Clearance
- All users are required to clear with the library when exiting university employment or upon completion of a course.
- All borrowed books should be returned and any overdue fines paid before the user is cleared.
Liability
The library will not be held responsible for loss of any property left unattended in the library by users. Valuable items such as phones, money, and laptops should not be left in the luggage area.
Rules of the Digital Library
The following will constitute unacceptable use of computers and the internet:
- Booking or reserving computers shall not be allowed.
- Users are not allowed to transmit or receive any material that infringe copyright, obscene, or protected materials.
- All the devices connected to the computers should not be unplugged.

OPAC (Online Public Access Catalog)
This is a tool that enables library users to search the physical collection of information resources including books stocked in the library. A search interface allows users to quickly find relevant materials using keywords, author, title or subject.

Reading Area
The library provides ample physical spaces which are designed to provide patrons with a comfortable and conducive environment for reading and studying.
Electronic Resources
The library subscribes to a wide range of electronic books and journals from reputable databases. These electronic resources are accessible within the University premises through cable and wireless internet connectivity, enabling seamless research and study. Users are able to browse resources by subject area, keywords, title, author or publisher, with convenient links to full-text content.

There are two dedicated sections within the library which are equipped with internet-enabled computers for research purposes and accessing library online resources and services.
Anti-plagiarism Services
To ensure originality in research and academic work, the library subjects all research proposals, projects, theses, dissertations, and other research works to anti-plagiarism checks before accepting them as authentic productions by the students.
Wi-Fi Internet Connection
The library is equipped with Wi-Fi gadgets, allowing library users to stay connected to the internet using their personal devices like laptops and smartphones.
Reference Services
This service entails provision of assistance and guidance to library users in accessing the various information resources and services, conducting research, and responding to questions related to library.
Current Awareness
The library provides daily newspapers from major newspaper publishers in Kenya. This ensures that library users are updated with the latest news and current events. Information on current subscriptions and purchase of new book titles is shared with library users for update.

As part of the commitment to offering personalized support, the library extends its assistance through the "Ask a Librarian" service. Library clients can reach out by emailing library to make inquiries or seek guidance.

Eligibility Requirements
- Only registered students and staff are entitled to borrow materials
- Valid Student/Staff ID must be presented for borrowing
- Library cards are non-transferable
Replacement Policy
- Lost or damaged materials must be replaced at market cost
- KSh. 500 processing fee applies for replacements
- Defacing materials will result in replacement charges
Overdue Fines
- Regular loans: KSh. 5 per day
- Short loans: Ksh. 2 per hour
- Borrowing privileges suspended until fines cleared
